Born in 1965 in Arapgir, in the family of a property owner Turkmen bey. After completing his primary, secondary and high school education in Arapgir, he graduated from Erzurum Atatürk University, Faculty of Economics and Administrative Units, Department of Business Administration between 1981-1987.
He served as the Mayor of Arapgir from the Justice and Development Party for two terms in the Local Administrations General Elections held in 2009 and 2019.
